identifying time set on a watch via image recognition

Question

Is there a programatic way to identify the arms of a watch within an image in order to find out what time it is set to?

I am planing a security feature that works the opposite of captcha where an image of a watch is displayed and then the user is asked to take a photo of his watch with the time set and upload it. The system would then check if the time setting is right.

What would be suitable technology that I can implement in order to achieve this task? The current setup is PHP on ubuntu.
