how to convert tgs files to gif?

How do I convert tgs gif files to nodejs? Is there any conversion library? I get this file from the telegram bot when I send a sticker

Where is the problem? You can simply send the sticker via .tgs format, telegram can read it, do you want to download the file and don't you want to manually convert it every time?
