I have got in a very strange situation.

Yes you can upload a new app with version number 1.1. 是的，您可以上传版本号为1.1的新应用。 But during its next updation you have to provide higher version number to the app. 但是在下一次更新期间，您必须为该应用提供更高的版本号。
