I just installed Xcode 4.6.1 from the App Store.

Possibly try to download the simulators on a different connection? 可能尝试在其他连接上下载模拟器？ I have never heard of this issue, and doubt that apples servers are down for downloading such content. 我从未听说过此问题，并且怀疑Apple服务器无法下载此类内容。 If the issues persists connect to a different network. 如果问题仍然存在，请连接到其他网络。
