I have installed Android SDK before in the past, and I am trying to use the same SDK but when I use Titanium Studio to "update" it I get the error in the below screenshot.

As described in the error message, Android SDK API 18 is not installed on your system. 如错误消息中所述，您的系统上未安装Android SDK API 18。
However, this package isn't present in your list. 但是，此软件包不在您的列表中。
You may need to update Android SDK Tools first. 您可能需要先更新Android SDK工具。
