I want to deploy the Oracle XE on Digital Ocean VPS running Centos.

How are you trying to reconfigure? 您如何尝试重新配置？
My understanding is you should use 我的理解是您应该使用
service oracle-xe configure
or 要么
/etc/init.d/oracle-xe configure
