it seems that Safari 6.1 on Mac (recently updated) does not allow a user to install a silverlight OOB application from a website.

You have to go to Safari --> Preferences... --> Security --> Manage Website Settings... and search for Silverlight on the list. 您必须转到Safari->首选项...->安全->管理网站设置...，然后在列表中搜索Silverlight。 You'll need to select the "Run in Unsafe Mode" either for just your site or all sites. 您需要为您的网站或所有网站选择“以不安全模式运行”。
Seems like the sandbox restrictions are tighter by default now. 默认情况下，沙盒限制似乎更加严格。
