My requirement is to create a web application in ASP 3.0.

There is no separate IDE for different version of .Net framework, You can change the Target Platform to .Net 3.5 in your project properties. 对于不同版本的.Net框架，没有单独的IDE。您可以在项目属性中将目标平台更改为.Net 3.5。
Right click on project and go to properties, there change Target framework. 右键单击项目并转到属性，然后更改目标框架。
