I am trying to install Oracle 11g on windows 2008 standard server R2 (as standalone).

Check before login to Oracle 11g Admin Page. 登录到Oracle 11g管理员页面之前进行检查。 Check that all the windows related to Oracle must be closed. 检查所有与Oracle相关的窗口都必须关闭。 After this, restart the services and try to login. 此后，重新启动服务并尝试登录。
