The problem occurs if a hazelcast member doesn't shutdown normally (terminate), When you stop HazelcastInstance which queue proxy is bound to; 如果hazelcast成员没有正常关闭（终止），当您停止HazelcastInstance绑定队列代理时，会出现问题; then any operation on that queue after instance stopped should throw HazelcastInstanceNotActiveException. 然后在实例停止后对该队列的任何操作都应抛出HazelcastInstanceNotActiveException。
