Is there a way to create an appxbundle that would contain both Windows Phone and Windows RT/8.1 packages?

I only get the 'Create Packages...' option if I right click a distinct phone/Windows project in my Universal solution, not on the solution or Shared component. 如果我在通用解决方案中而不是在解决方案或共享组件上右键单击其他电话/ Windows项目，则只会获得“创建软件包...”选项。

No. You also would not be able to upload such a "multi-bundle" to the Windows Store - or at least you would have to upload it twice anyway. 不会。您也无法将这样的“多捆绑”文件上传到Windows应用商店-至少无论如何您至少必须上传两次。
