I had used xampp for my virtual server side program but suddenly i got an error message while I was trying to access phpmyadmin on my localhost. 
我曾在虚拟服务器端程序中使用过xampp，但在尝试访问本地主机上的phpmyadmin时突然收到错误消息。 "Mysql said:#2002 - No connection could be made because the target machine actively refused it." “ Mysql说：＃2002-无法建立连接，因为目标计算机主动拒绝了它。” Then I re-install xampp and change the apache port from 80 to 8080 (because I am using Skype also) & I got the same mysql error see the link however Apache is running correctly... 请从管理工具->服务面板关闭mysql服务。
