In Android 4.3, i understood as an Android devices can't act as a Beacons because of not supporting for BLE Peripheral mode.

Yes, it is now possible. 是的，现在有可能。 We have an app available in Google Play and sample code in the Android Beacon Library. 我们在Google Play中提供了一个应用，并在Android Beacon库中提供了示例代码。
