I have to develop an Android app that includes French handwriting recognition.

If your need is to convert handwriting from a screen (where a user uses a pen or a finger to write letters) then look at http://dev.myscript.com/ . 如果您需要转换屏幕上的笔迹（用户使用笔或手指来写字母），请访问http://dev.myscript.com/ 。
