I'm not able to connect the emulator with netbeans .Error:SocketException:The timeout.

You're in a different device (emulator), so it can't figure out 127.0.0.1 address from your local machine. You must use your IPv4 addresss (you can know through cmd and ipconfig command) instead of using localhost address (127.0.0.1).
