I want to test if my USB device will enter suspend after 3ms of IDLE state, but my PC host keeps send SOF packet every 1ms so I want to stop it for ~3ms.

The simplest way is to just tell your computer to go to sleep. 最简单的方法是只告诉您的计算机进入睡眠状态。
Another way that I think would work would be to connect your device to a USB hub (possibly a root hub inside your computer) that is not being used for any other devices, and then use the Device Manager to disable that hub. 我认为可行的另一种方法是将设备连接到未用于任何其他设备的USB集线器（可能是计算机内部的根集线器），然后使用设备管理器禁用该集线器。 Just right-click on the hub and select "Disable". 只需右键单击集线器，然后选择“禁用”。
