In magento , I can create a sub-admin giving access to limited resources. 在magento中，我可以创建一个子管理员来授予对有限资源的访问权限。 But if I allow any sub-admin to create new sub-admin role and user then he is allowed to give all the access to the new sub-admin even which are not available to him.. If you are giving User & Role access to sub-admin, then he/she can create new user as well as role. 如果您要授予用户和角色对子管理员的访问权限，则他/她可以创建新用户以及角色。 Magento doesn't check it's own access level. Magento不会检查自己的访问级别。 According to your requirement, you have to override admin Permission module. 根据您的要求，您必须覆盖admin权限模块。

Create custom extension to overcome from this issue or try any ready extension for it. 创建自定义扩展程序可以解决此问题，也可以尝试任何可用的扩展程序。
