I am not talking about an app for a team, but something like iTunes where a user (say the boss) has a main account and it can choose team member with abilities for publish new apps or updates.

Yes, you can add multiple Google Accounts. 是的，您可以添加多个Google帐户。 One is the owner and he can give other access. 一个是所有者，他可以授予其他访问权限。 But you have to do this in the Google Developer Console. 但是您必须在Google Developer Console中执行此操作。
