I would like to know if the software cost part of a VM is charged when a VM is stopped.

Hi VMs and their licences are billed as PAYG. 嗨，虚拟机及其许可证记为PAYG。 As long as the server is Stopped (Deallocated) you should not be charged. 只要服务器已停止（已取消分配），就不应向您收费。
