On my website I had two tags, both Universal Analytics.

I added your GTM (ALONE) to a local host file and it fired all tags including 2 GAs.我将您的 GTM（单独）添加到本地主机文件中，它触发了包括 2 个 GA 在内的所有标签。 So issue is not with the SITE.所以问题不在于站点。
