In the folder that contains my bower.JSON I'm running this command bower install but the dependencies are not getting installed, also I cannot find any bower_components folder.

Seems like there is write issues in your directory. 似乎目录中存在写入问题。
Check if your target Directory have write access. 检查您的目标目录是否具有写权限。
