Make sure you can login to apple developer: Apple Developer Login确保您可以登录苹果开发者： Apple Developer Login
If that is not working, it means it's an issue with either your login credentials, or (more unlikely) there is an issue with Apple's servers and you simply must try later.如果这不起作用，则意味着您的登录凭据有问题，或者（不太可能）Apple 的服务器有问题，您必须稍后再试。
