Using IntelliJ IDEA Community 2017.2, I am unable to have the vertical scrollbars disappear, even though the system settings are set this way.

IntelliJ IDEA uses its own implementation of the scrollbars that is cross platform and doesn't reflect any system settings. IntelliJ IDEA使用跨平台的滚动条自己的实现，并且不反映任何系统设置。
Scrollbar is customized so that it can show error/warning stripe marks without taking additional screen space There is no any way you can hide it or change its appearance. 滚动条是自定义的，因此无需占用额外的屏幕空间即可显示错误/警告条纹标记。您无法隐藏或更改其外观。
