Yes, ELPA was available as an external library prior to being included in Emacs 24 by default, and can be added to Emacs 23 like any other library. 是的，ELPA在默认包含在Emacs 24中之前可以作为外部库使用，并且可以像其他任何库一样添加到Emacs 23中。
