I have an Azure VM with SQL Server on.

If I understand it correctly, you just want to change the public IP address to static. 如果我正确理解，您只想将公共IP地址更改为静态。
We can change the public IP address to static via Azure portal, that IP address will not change. 我们可以通过Azure门户将公共IP地址更改为静态，该IP地址不会更改。
