I'm following the article Connect VSTS account to Azure Active Directory , but I'm not able to make it running.

It cannot be done through the Azure portal. 无法通过Azure门户完成此操作。 If you have the same problem, just contact MS Support and they will help you to fix it. 如果您有同样的问题，请联系MS支持 ，他们将帮助您解决问题。
