I am desperately searching for a way to install svcutil.exe because I read here and elsewhere that this was the way to compile a WSDL into C# code.

As @AlexK. 作为@AlexK。 pointed out in his comment, the svcutil.exe is available via the "Developer command prompt for vs2017" start menu item. 在他的评论中指出， svcutil.exe可通过“vs2017的开发人员命令提示符”开始菜单项获得。
