Is it possible to use Alexa Skill with Alexa Voice Service (AVS)?

Alexa isn't Alexa without skills, and AVS essentially just allows Alexa to work on devices that Amazon didn't create. Alexa并非没有技能的Alexa，而AVS本质上仅允许Alexa在亚马逊未创建的设备上工作。
