I'm coming from Microsoft Team Foundation Server.

Chef is a configuration management tool. Chef 是一个配置管理工具。 Not a CI system.不是 CI 系统。 Unless you mean Chef Automate's CD component (Workflow), which is a relatively niche tool.除非您指的是 Chef Automate 的 CD 组件（工作流），它是一个相对小众的工具。
