ibmcloud create action through cli is not working .

Issue is resolved now. 问题已解决。 The account I created at IBM was lite account where the initial credentials were created with different location. 我在IBM创建的帐户是lite帐户，在其中使用不同的位置创建了初始凭证。 But my ibmcloud login was picking another location api. 但是我的ibmcloud登录名正在选择另一个位置api。 Even if i could give the api enpoint manually, org and space was not matching. 即使我可以手动指定api，组织和空间也不匹配。 Since it was a Lite account, there was no permission to add another org and space. 由于它是精简版帐户，因此没有添加其他组织和空间的权限。 AFter sending mail to IBM, I could add my credit card details and I could create a new space and creating action worked now 发送邮件到IBM之后，我可以添加我的信用卡详细信息，并且可以创建一个新空间并创建可立即使用的操作
