I am facing problem while upgrading an Higher version over Lower version.

Have you configured the installation to prompt for the users language, rather than detecting the OS locale? 您是否已将安装配置为提示用户输入语言，而不是检测操作系统区域设置？ Simply go to the Releases view, find your release and ensure that the "Languages Dialog" is set to yes. 只需转到“发布”视图，找到您的发布，并确保将“语言对话框”设置为“是”。
Since the installed language of the app is different to the OS language, you'll need to prompt the user. 由于应用程序的安装语言与操作系统语言不同，因此需要提示用户。 You can't detect a previously installed language that early in InstallShield as far as I know. 据我所知，您无法在InstallShield的早期检测到以前安装的语言。
