I have 6 google VM instance which have been shut down due to owing, I currently can't pay but need access to some particular files requested by an important client.

There is no way to access your files unless you communicate your issue with the Google Cloud Platform through its Support.除非您通过 Google Cloud Platform 支持部门与 Google Cloud Platform 沟通您的问题，否则无法访问您的文件。 Contact the billing support team through a Support Ticket, Chat, Mail or Phone.通过支持票、聊天、邮件或电话联系计费支持团队。
