My shared host won't let me install ffmpeg and some similar libraries, will it work if I just upload in flv?

As long as you link to the FLV from the PHPmotion script then yes.只要您从 PHPmotion 脚本链接到 FLV，就可以。
Opinion: Find a host that allows ffmpeg as it will be quite a burden on potential users to encode their own FLV files.意见：找一个允许 ffmpeg 的主机，因为潜在用户编码他们自己的 FLV 文件将是一个相当大的负担。
