I have to upgrade TFS 2017 on premises to DevOps 2019 on premises.

Nothing new here.这里没有什么新鲜事。 Azure DevOps Server 2019 uses "tfs" as context. Azure DevOps Server 2019 使用“tfs”作为上下文。
