I tried to reserve IP address but It was thowirng error with with Reserved IP address, but Create public Static IP does work.

Reserved IP address is when you bring an Public IP-address/range that you have bought to Azure.保留的 IP 地址是当您将购买的公共 IP 地址/范围带到 Azure 时。 Microsoft is not selling IP addresses so you need to buy that elsewhere. Microsoft 不销售 IP 地址，因此您需要在其他地方购买。
Static IP will give you a Public Microsoft IP that will be reserved for you until you release it but its still Microsoft that owns the address and you will get the address randomly from Microsofts IP-Ranges. Static IP 将为您提供一个 Public Microsoft IP，它将为您保留，直到您发布它，但它仍然是拥有该地址的 Microsoft，您将从 Microsoft 随机获取地址。
