Are test purchases for in app subscriptions supposed to show in the developer console?

Yes, you are seeing the correct behaviour.是的，您看到了正确的行为。
The test subscriptions show in the Order Management page with the prefix "Test: "测试订阅显示在订单管理页面中，前缀为“测试：”
The test subscriptions are not supposed to show in Subscriptions Overview.测试订阅不应显示在订阅概览中。 Only real subscriptions appear there.只有真正的订阅出现在那里。
