I am trying to deploy a release pipeline from Azure DevOps which would deploy Azure SQL databases.

You need to created a self-hosted agent that lives inside that private network.您需要创建一个位于该专用网络内的自托管代理。 Once it is installed and configured, it will be available for you to point your pipelines to it安装和配置后，您可以将管道指向它
