I tried to install Oracle 19c and 18c in window 10. After installing the oracle 19c i can't able to create database connection throught oracle sql developer tool.

19c doesn't have express edition, so - if you really installed 19c, its SID most probably isn't XE. 19c 没有 express 版本，所以 - 如果你真的安装了 19c，它的 SID 很可能不是 XE。
If you installed 18cXE, then try to put "XE" into Service Name (instead of into the "SID" field on SQL Developer's login screen).如果您安装了 18cXE，则尝试将“XE”放入服务名称（而不是放入 SQL 开发人员登录屏幕上的“SID”字段）。
