android SDK Manager fail to download and update tools.

after following some solutions from internet but nothing works out, I was aware that we had proxy and i place it on "outomatic configuration url" test proxy connection and say connected.在从互联网上遵循一些解决方案但没有任何解决方案之后，我知道我们有代理，我将它放在“outomatic 配置 url”测试代理连接并说已连接。

conclusion: SDK manager wasn't actually using yung download SDK instead download it anew so delete it before running SDK Manager similar to what @Khanh-Tran suggested结论： SDK 管理器实际上并没有使用 yung 下载 SDK 而是重新下载它，所以在运行 SDK 之前将其删除，类似于@Khanh-Tran 建议的管理器
