I am doing an assignment to open pdf in an android app but the device has not install any pdf viewer.

Is the PDF file local to the device or on a remote server? PDF文件在设备本地还是在远程服务器上？ If it is remote then you could use the google viewer to render the PDF for display in a WebView or the android web browser. 如果它是远程的，则可以使用Google查看器来呈现PDF，以在WebView或android网络浏览器中显示。
