I am trying to restore a backup of our Production Database to our Test environment, and receive the error "A content database with the same ID already exists on the farm."

Have you done this backup/restore previously from the PROD to TEST farms? 您以前是否已从PROD到TEST服务器场进行了此备份/还原？
You may need to delete the previous content database from the TESTfarm if that is the case. 在这种情况下，您可能需要从TESTfarm中删除以前的内容数据库。
