i am newbie to iphone testing..

You can get .ipa onto the device using iTunes for Windows. 您可以使用iTunes for Windows将.ipa放到设备上。 And no, you cannot build a simulator to run on Windows. 不，你不能建立一个在Windows上运行的模拟器。
