Is there any (free) tool available that is able to produce a graph showing merges (on top of branch/tags).

TortoiseSVN has a pretty functional Revision Graph facility, if you can use it ( as per the comment, yeah,TSVN doesn't show merge information in the revision graph, but it is in the list for 1.7 ) TortoiseSVN 有一个非常实用的修订图工具，如果你可以使用它（根据评论，是的，TSVN 不会在修订图中显示合并信息，但它在 1.7 的列表中）
