To make a phone call via HTML on an iPhone I have create an a tag with an href formatted as: <a href='tel:555-555-5555'>555-555-5555</a >.

Well you first attempt seem to be the correct one, as you can see in de Apple URL scheme documentation . 好吧，正如您在de Apple URL计划文档中所看到的，您的第一次尝试似乎是正确的。

It might be the quotes, you use ' while normally you would use " . 可能是引号，使用'而通常使用" 。
