I'm about to upload an application on Google Play and I want Google Ads in it, but to apply you must enter a website and I don't have one.

You could make a Facebook Page for your app and use the URL for that. 您可以为您的应用创建一个Facebook页面并使用该URL。 You may want one in the future for marketing purposes, anyway. 无论如何，您可能希望将来用于营销目的。
There isn't a way to get around providing some sort of website address - you will need at least some form of a website (whether it's a blog, facebook page, or your own domain) in order to register. 没有办法绕过提供某种类型的网站地址 - 您需要至少某种形式的网站（无论是博客，Facebook页面还是您自己的域名）才能注册。
