I want to create a web app using Apps Script.

Whose quotas get used depends on how you deploy the app. 使用谁的配额取决于您部署应用程序的方式。 When deploying you pick an option for "Execute the app as". 部署时，请选择“将应用程序执行为”的选项。 The following is from the documentation : 以下是来自文档的内容 ：
