此 PR 实现了对 kubectl top 命令的支持，以将指标服务器用作聚合 API，而不是直接从 heapster 请求指标。 如果 apiserver 没有提供 metrics.k8s.io API，那么这仍然会回退到之前的行为。

也许在 1.12 中修复或安排在下一个版本中。
