The log says you have Eclipse Neon.3 (4.6.3) ( eclipse.buildId=4.6.3.M20170301-0400 ), not Eclipse 2019-09 (4.13), which is too old to work with Java 11 ( java.version=11.0.8 )。 當前的 Eclipse 版本是 2020-06 (4.16) 並且適用於 Java 8 及更高版本（包括 Java）。
