XMLSec 的 PyPI 頁面說該庫的最新版本僅與 Python 3 兼容。

看起來1.3.9 版仍然聲稱 Python 2 兼容性，所以你可能想試試

pip install xmlsec==1.3.9

或者，你知道，更好的是，切換到 Python 3。

2. 簽出這個提交（python 2.7 仍然支持）
3. 手動更改此提交。
4. pip 安裝。
