I have a web-app and want to use it in kiosk mode.

Problem solved with "Advanced Internet Kiosk" program. 使用“高级Internet信息亭”程序解决了问题。 It allows to block keyboard keys. 它允许阻止键盘按键。 I blocked most of keys and there is no hotkeys in browser or windows system except F5 and numeric keypad. 我阻止了大多数键，但浏览器或Windows系统中没有热键，除了F5和数字小键盘。 :) :)
